A session timeout is usually of 30 minutes. It means if a user visit your site and does not visit any other page of your site in within one session then that is considered is a bounce.
How to Calculate Bounce Rate in Google Analytics?
Bounce Rate = a total number of visits viewing one page / Total entries to page ≤ the average variable page load speed.

Tv = Total number of visits viewing one page only
Te = Total entries to page
Ps = Average variable page load speed

When you see a percentage of Bounce Rate in Google Analytics, if it lies between 30-40, it means you have good bounce rate. If the percentage falls between 41-55 then you have average bounce rate but it feels between 55-70 it means your site bounce rate is more than average. Besides if the percentage exceeds 90% it means your site has high bounce rate.
However, a good bounce rate indicates your site is excellent. You have good traffic on your site and people like the information you deliver to them.
Besides, average bounce rate lies between 41-70 which means your site has relevant content but you still need to make some improvements in your site to provide quality data.
On contrary, high bounce rate means your website or content is not good enough to deliver helpful information to visitors. Additionally, it is the sign of poor performance.
