Method 1: Using Re-add Text Underline and Justify Plugin
First thing, you have to install and activate Re-add Text Underline and Justify Plugin. For more details, check this article A step by Step guide to Install Plugin in WordPress.
After activation, You need to visit Setting>> Writing page and configure the plugin Setting
The plugin comes with two options, you can opt one of them. I selected Re-add underline & Justify buttons, so now you have added Justify and Underline Text Buttons in WordPress.
Don’t forget to click on Save changes buttons to store the updated settings.

These buttons will appear in Second line of WordPress. To check these buttons Go to Posts >> Add New.
Check these buttons, they will display same as appear before updating of WordPress 4.7
Method 2: TinyMCE Advanced Plugin
This is also a one of the well-popular method with some additional features to add Justify and Underline Text Buttons in WordPress. You can add missing buttons, Some custom styles and additional text buttons to improve your wordpress blog more better and attractive.
First one, you need to Install TinyMCE Advanced plugin. For more details, you can read this article for beginner.
After Activation, You need to Visit Settings >> TinyMCE Advanced page and configure plugin Settings.
You can see a preview of WordPress post editor. In this text Editor, unused features are displaying at below.
Now, you need to drag and drop Justify and Underline Text Buttons from “unused buttons” box to text Editor.
Don’t forget to click on save changes buttons to store the updated settings.
Now, you can change the existing posts or create a new one. You will notice that default WordPress editor is replaced with TinyMCE Advanced Editor.
